My sister's ID has Been Disabled. I can't reset the password, bcoz she forgot the security question and answer respectly. i cannot reset the password via Email, bcoz the apple id had created by the I cloud ID, I am In Sri Lanka so i need help from apple customer care
Note : I have id and password
iPhone 5s, iOS 9.2.1
Without the original invoice to prove you are the owner, Apple won't help.

No use we contact apple customer care center but they ask lot of question we answer the question
but they want invoice number we lost it thats a proble
